Controller of Site Safety - COSS

Summary

The overall aim of this course is to educate and inform the candidate to enable them to attain the competence of Controller of Site Safety (COSS).

Anyone who is required to set up a safe system of work  on or near the line for a group of two or more people is required to hold the COSS competency. Providing there are no medical restrictions in place the COSS can also carry out the duty of an IWA.

The course delivered by Pendersons training takes the candidates through the procedures set out in the Rule Book and includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this level of safety effectively. These include  Handbook 6 (General Duties of an IWA), Handbook 7 (General duties of a controller of site safety (COSS), Handbook 8 (IWA, COSS or PC blocking a line), Handbook 9 (IWA or COSS setting up safe systems of work within possessions), Handbook 10 (Duties of the COSS and person in charge of a hand trolley) and Handbook 13 (Duties of the person in charge of the siding).

 

Primary Objectives

By the end of the course provided by Pendersons training, the candidate will be able to;

  • When acting as COSS the candidate will be able to correctly interpret the relevant parts of the Rule Book, Handbooks and relevant Network Rail Speciations.
  • Demonstrate their understanding and ability to set up a safe system of work prior to taking any group on or near the line.
  • Candidates will practice and demonstrate during the course the correct delivery of a safety briefing.

 

Pre-requisites & Requirements

Delegates:

1. Minimum age of 18.

2. Meets the entry requirements of PTS competence.

3. Good level of literacy required.

4. Must hold a valid Sentinel Track Safety Card and meet the requirements of NR/L2/CTM/021 – Competence and Training in Track Safety.

5. Meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements.

6. In addition the requirements of Network Rail Specification NR/L1/OHS/051 (Drugs & Alcohol) must be met.

7. The Pre-COSS workbook needs to be completed and the Sponsor must register the completion of the Pre-COSS workbook with Sentinel.
